W związku z aktualną sytuacją związaną z rozprzestrzeniającym się koronawirusem COVID-19 i zagrożeniem epidemiologicznym na terytorium Polski, na podstawie art. 36 § 1 pkt 10) Statutu PZPN postanawia się, co następuje:
Art. 1
1. Mecze Totolotek Pucharu Polski na szczeblu centralnym, PKO BP Ekstraklasy, Fortuna 1. Ligi i drugiej ligi będą rozgrywane zgodnie z terminarzem rozgrywek.
2. Rozgrywki III ligi i pozostałych klas rozgrywkowych piłki nożnej i Futsalu, kobiet i mężczyzn, wszystkich kategorii wiekowych zostają zawieszone do dnia 29 marca 2020 r. włącznie.
Art. 2
1. W sytuacji, gdy decyzja właściwych władz administracyjnych skutkować będzie brakiem możliwości rozgrywania oficjalnych meczów piłkarskich na terytorium Polski lub części jej terytorium, rozgrywki mogą zostać zakończone pomimo nierozegrania wszystkich zaplanowanych meczów, na podstawie decyzji Zarządu PZPN, Komisji ds. Nagłych PZPN lub Zarządów Wojewódzkich Związków Piłki Nożnej.
2. W sytuacji, o której mowa w ust. 1:
1) Jako kolejność drużyn w końcowej tabeli rozgrywek sezonu 2019/2020 przyjmuje się kolejność drużyn w tabeli po ostatniej rozegranej kolejce rozgrywek.
2) Za ostatnią rozegraną kolejkę rozgrywek przyjmuję się tę, w ramach której zostały rozegrane wszystkie zaplanowane mecze lub w sytuacji nierozegrania pojedynczych meczów zostały one zweryfikowane, zgodnie z postanowieniami regulaminów rozgrywek lub Uchwały nr IX/140 z dnia 3 i 7 lipca 2008 roku Zarządu PZPN w sprawie organizacji rozgrywek w piłkę nożną.
3) W przypadku, gdy regulamin danych rozgrywek przewiduje rozegranie meczów barażowych o awans do rozgrywek wyższej klasy rozgrywkowej w sezonie 2020/2021, awans do tej klasy uzyskają:
a) w sytuacji, gdy mecze barażowe miały być rozgrywane pomiędzy klubami tej samej klasy, klub/y zajmujący najwyższe miejsce w końcowej tabeli rozgrywek spośród klubów uprawnionych do udziału w meczach barażowych, o ile otrzyma licencję uprawniającą do udziału w rozgrywkach klasy wyższej w sezonie 2020/2021;
b) w sytuacji, gdy mecze barażowe miały być rozgrywane pomiędzy klubami różnych klas, klub/y wyższej klasy rozgrywkowej, o ile otrzyma licencję uprawniającą do udziału w rozgrywkach klasy wyższej w sezonie 2020/2021.
4) W sytuacji, gdy kluby o których mowa w pkt 3 nie otrzymają licencji uprawniającej do udziału w rozgrywkach klasy wyższej w sezonie 2020/2021, zastosowanie będą miały odpowiednie postanowienia Uchwały nr XII/183 z dnia 6 grudnia 2019 roku Zarządu Polskiego Związku Piłki Nożnej w sprawie zasad uzupełniania klas rozgrywkowych.
3. Upoważnia się Wojewódzkie Związki Piłki Nożnej do zastosowania innych zasad niż wymienione w ust. 2 pkt 3 w prowadzonych przez siebie rozgrywkach.
Art. 3
1) W sytuacji, gdy decyzja właściwych władz administracyjnych skutkująca wcześniej brakiem możliwości rozgrywania oficjalnych meczów piłkarskich na terytorium Polski lub części jej terytorium zostanie uchylona, cofnięta lub w jakikolwiek inny sposób utraci swoją moc, obowiązującą:
a) organy prowadzące rozgrywki, w miarę możliwości, ustalą obligatoryjne nowe terminy rozegrania zaległych kolejek rozgrywek, przy czym nie mogą one przypadać później niż termin ostatniej kolejki, wynikający z przyjętego na sezon 2019/2020 ramowego terminarza rozgrywek;
b) organy prowadzące rozgrywki mogą swobodnie ustalać nowe terminy rozegrania zaległych kolejek, tj. również poza terminami sobota/niedziela;
c) w sytuacji, gdy liczba zaległych kolejek uniemożliwiałaby rozegranie ich wszystkich przed terminem ostatniej kolejki wynikającym z przyjętego na sezon 2019/2020 ramowego terminarza rozgrywek, rozegrana zostanie tylko określona liczba zaległych kolejek bez konieczności rozgrywania meczów barażowych;
d) w pierwszej kolejności zostaną ustalone terminy zaległych kolejek, które w ramowym terminarzu rozgrywek zostały zaplanowane jako wcześniejsze, natomiast pozostałe zalegle kolejki nie zostaną rozegrane.
2) Dopuszcza się możliwość przedłużenia rozgrywek PKO BP Ekstraklasy, przez organ prowadzący, do dnia 24 maja 2020 roku.
3) W przypadku braku możliwości rozegrania wszystkich zaległych kolejek, zastosowanie będą miały postanowienia Art. 2 ust. 2.
4) Upoważnia się Wojewódzkie Związki Piłki Nożnej do zastosowania innych zasad niż wymienione w ust. 1 w prowadzonych przez siebie rozgrywkach z zastrzeżeniem, iż muszą być one zakończone do dnia 30 czerwca 2020 roku.
Art. 4
Upoważnia się Komisję ds. Nagłych PZPN do podejmowania bieżących decyzji w pilnych sprawach z zakresu oficjalnych rozgrywek piłkarskich na terytorium RP, w tym w szczególności rozgrywek Totolotek Pucharu Polski na szczeblu centralnym, wynikających z aktualnej sytuacji związanej z rozprzestrzeniającym się koronawirusem COVID-19 i zagrożeniem epidemiologicznym na terytorium Polski.
Oznacza to, że wg stanu tabeli Ekstraklasy na dziś Arka Gdynia zostanie zdegradowana. Do bezpiecznego miejsca dającego utrzymanie zabrakło 6 punktów. A trzeba powiedzieć, że przez błędy sędziowskie żółto-niebiescy stracili w tym sezonie punktów siedem. Ciekawe, co czują teraz panowie Szymon Marciniak i spółka?!
